توجه السيد المستشار/ أسامة شلبي – رئيس مجلس الدولة المصري، إلى العاصمة الفرنسية “باريس”، على رأس وفد رفيع المستوى، وفي مُقدمتهم المستشار/ ناصر رضا عبد الرازق، نائب رئيس مجلس الدولة – الأمين العام، ولفيف من مستشاري إدارة التعاون الدولي بالمجلس.
وقد قام الوفد بزيارة رسمية إلى قصر رويال (Palais-Royal)، مقر مجلس الدولة الفرنسي، حيث عُقدت لقاءات موسعة مع السيد/ ديدييه-رولان تابوتو، نائب رئيس مجلس الدولة الفرنسي وعددٍ من أعضاء مجلس الدولة الفرنسي، وتناولت اللقاءات سُبل تعزيز التعاون المشترك وتبادل الخبرات في مجالات القضاء الإداري والتحول الرقمي.
وفي هذا الإطار، فقد تم توقيع ملحق لتمديد العمل ببروتوكول التعاون القائم بين مجلس الدولة في جمهورية مصر العربية ومجلس الدولة في الجمهورية الفرنسية، وبحضور السفير الدكتور/ طارق دحروج، سفير جمهورية مصر العربية لدى فرنسا، وذلك تأكيدًا لرغبة الطرفين في مواصلة تطوير التعاون القانوني والتقني.
ويتيح هذا التمديد استمرار تنفيذ برامج التعاون المشترك، وعلى رأسها:
• برامج التبادل القضائي والتدريب.
• دعم القدرات المؤسسية.
• التعاون في مجالات التحول الرقمي للعدالة.
• تبادل الخبرات في مجال القضاء الإداري.
ويُمثل هذا التعاون خطوة مهمة نحو تعزيز العلاقات القضائية الدولية، ويدعم جهود تطوير العمل القضائي بما يتماشى مع المعايير الدولية وأفضل الممارسات، وذلك في إطار استراتيجية المجلس لتعزيز التعاون الدولي والانفتاح على التجارب القضائية الرائدة، بما ينعكس إيجابًا على جودة الخدمات القضائية وتحقيق العدالة الناجزة.
في إطار العلاقات التاريخية الراسخة التي تجمع بين مجلس الدولة المصري ومجلس الدولة الفرنسي، والتي تمتد جذورها إلى تأسيس مجلس الدولة المصري على غرار النموذج الفرنسي العريق، بما يعكس وحدة المدرسة القانونية وتلاقي التقاليد القضائية بين الجانبين، وحرصًا على تعزيز أواصر التعاون القضائي الدولي وتبادل الخبرات القانونية،
Extension of the Cooperation Protocol between the Egyptian State Council and the French Conseil d’État
Within the framework of the longstanding and deeply rooted relations between the Egyptian State Council and the French Conseil d’État—relations that trace back to the establishment of the Egyptian State Council based on the distinguished French model, reflecting a unified legal tradition and converging judicial principles—and in line with the commitment to strengthening international judicial cooperation and exchanging legal expertise, H.E. Counselor Osama Shalaby, President of the Egyptian State Council, headed to Paris leading a high-level delegation, including Counselor Nasser Reda Abdel Razek, Vice President of the State Council and Secretary-General, along with members of the International Cooperation Department.
The delegation conducted an official visit to Palais-Royal, the headquarters of the French Conseil d’État, where extensive meetings were held with Mr. Didier-Roland Tabuteau, Vice President of the French Conseil d’État, and a number of its members. The discussions focused on enhancing joint cooperation and exchanging expertise in the fields of administrative justice and digital transformation.
In this context, an addendum was signed to extend the existing cooperation protocol between the Egyptian State Council and the French Conseil d’État, in the presence of H.E. Ambassador Dr. Tarek Dahroug, Ambassador of the Arab Republic of Egypt to France, reaffirming both parties’ commitment to further advancing legal and technical cooperation.
This extension enables the continued implementation of joint cooperation programs, notably:
• Judicial exchange and training programs
• Institutional capacity building
• Cooperation in the digital transformation of justice
• Exchange of expertise in administrative judiciary
This cooperation represents an important step toward strengthening international judicial relations and supports ongoing efforts to develop judicial work in line with international standards and best practices. It also comes within the framework of the State Council’s strategy to enhance international cooperation and openness to leading judicial experiences, thereby contributing to improving the quality of judicial services and achieving prompt justice.
